A senior adviser and close confidant to Mayor Eric Adams, Timothy Pearson, faces serious allegations of abusive and inappropriate behavior toward female subordinates, including the use of homophobic slurs and denying a promotion to a woman who refused his advances, according to a lawsuit filed by a high-ranking New York Police Department official on Tuesday.
The lawsuit, which marks the fourth sexual harassment claim against Mr. Pearson this year, was brought by Deputy Chief Miltiadis Marmara, a veteran officer with over 30 years of service. Chief Marmara alleges that Mr. Pearson not only engaged in vulgar and abusive behavior but also sexually exploited a female pastor about a decade ago, manipulating her into an abusive sexual encounter that led to her filing a criminal complaint.
Chief Marmara’s lawsuit claims that Mr. Pearson’s misconduct was not isolated, highlighting how Mr. Pearson used his influence to control key promotions within the NYPD, despite holding no formal role in the department. The suit also names Jeffrey B. Maddrey, the department’s highest-ranking uniformed official, and John M. Chell, the chief of patrol, as defendants. It alleges that Mr. Pearson retaliated against a female officer who resisted his advances by denying her a promised promotion, portraying him as a prime example of retaliatory behavior within the department.
In response to inquiries, Mr. Pearson declined to comment, directing questions to a City Hall spokeswoman and John M. Flannery, a lawyer representing both him and the city. Mr. Flannery denied the allegations, asserting that Mr. Pearson and the city would vigorously defend themselves. He claimed that Chief Marmara, who was removed from his position by Mr. Pearson, was motivated by resentment and that he and other plaintiffs had only come forward after being subjected to internal investigations.
Chief Marmara, however, contends that he repeatedly raised concerns about Mr. Pearson’s conduct and that his complaints were ignored. He further alleges that Mr. Pearson boasted about having control over the chief of the Internal Affairs Bureau, claiming that he “owns” him.
The lawsuit stands out due to the seniority and reputation of its plaintiff, Chief Marmara, who was appointed by Mayor Adams in 2022 to lead the Municipal Services Assessment office, a new unit created to improve the efficiency of city agencies. Despite the serious allegations against him, Mr. Pearson has maintained significant influence within the Adams administration, overseeing key police department promotions while being investigated for conflicts of interest and abuse of power.
Chief Marmara’s lawsuit also details troubling incidents involving Mr. Pearson’s behavior toward women, including making lewd remarks, using homophobic slurs, and denying promotions in exchange for sexual favors. In one instance, Mr. Pearson allegedly asked, “What is she going to do for me?” in reference to a female officer’s promotion, which Chief Marmara interpreted as a demand for sexual quid pro quo.
The lawsuit further alleges that Mr. Pearson manipulated a female pastor into a sexual relationship, which she later described as abusive. After she filed a police complaint against him, Mr. Pearson allegedly retaliated by having her arrested on charges of vandalizing his car. The outcome of these incidents remains unclear.
Despite these serious accusations, including ongoing investigations by the city’s anti-corruption agency, Mr. Pearson continues to play a powerful role in Mayor Adams’s administration, raising questions about accountability and the ethical standards to which public officials are held.
